RAUE LLP advises companies, individuals and federal, state and municipal authorities on all aspects of public law. We assist our clients in matters of national, constitutional and administrative law as well as in cases involving European (EU) law and international public law. We represent companies and citizens in negotiations with authorities and between public bodies and advise companies and authorities (both federal and state) on legislative and regulatory matters.

Our core areas of practice are:
International Trade Law
We provide advice to clients on international trade law issues, such as import and export of dual-use-items, requirements under the German War Weapons Control Act, and requirements under the United States International Traffic in Arms Regulations. We assist our clients in drafting internal rules to ensure compli-ance with export and arms control regulations.
Construction and Development Law
We advise companies, developers, and municipalities on all legal issues related to construction projects (building and construction law, monument protection, building law encumbrances, distance requirements, noise protection, permits for development and redevelopment, etc.). We also assist our clients with regard to zoning issues and in planning procedures.
European Union State Aid Law
State aid issues can affect companies for many reasons: European Union state aid regulations do not only apply to direct governmental payments to companies, but also to other cases in which public authorities do not provide properties, goods, or services at arm’s length conditions (e.g. with regard to state guarantees). We offer legal advice on requirements under state aid law and guide our clients through state aid procedures before the European Commission in Brussels.
Budget Law
We advise our clients on budget law issues, specifically on the requirements for providing public grants. Another key area of our budget law practice is the de-fence of public bodies against unjustified auditing results and claims submitted by state auditing bodies, as well as the defence of companies against unjustified repayment notifications.
State Liability
We represent state authorities, companies, and individuals in civil court proceedings regarding state liability. Such counselling is generally accompanied by advice on the corresponding administrative court proceedings.
Environmental Law
We advise our clients on environmental law issues arising in connection with land use zoning and real estate due diligence. We assess (sometimes together with technical advisors) the risks arising from contaminated sites. We pursue the removal of residual waste registrations from the contamination register and take care of other environmental hurdles for construction projects.
Another key area of our environmental law practice is the representation of project developers in permit procedures under emission control laws before the competent emission control authorities (in particular in permitting procedures for major infrastructure projects, e.g. power plants, pipelines, transmission net-works, federal highways, federal railroads, federal waterways).
We offer legal advice on climate change issues.
We advise our clients on water law issues such as the scope of the water rights permit and the requirements under flood and groundwater protection regulations.
We serve as counsel in proceedings before mining authorities according to federal mining law (e.g. regarding the construction of underground storage facilities or pipelines) and advise on the permitting of offshore projects (offshore wind parks and offshore pipelines).
Constitutional Law
We advise our clients on all constitutional law issues and represent them before State Constitutional Courts and the Federal Constitutional Court.
